2026 Landowner Cost Share Program
Private landowners within the Clearwater Basin Cooperative Weed Management Area (Nez Perce, Lewis, Clearwater counties) are eligible for cost share to control noxious weeds. Weeds must be listed on the Idaho Noxious weed list which can be found at: Invasive Species of Idaho.
Landowner Cost Share Guidelines
- Private landowners / land managers are eligible for reimbursements of 100% of the cost of herbicides, adjuvants, surfactants, and dyes purchased in 2026 with the following maximums, provided in-kind match (labor and equipment) is met.
i.e., $500 reimbursement requested, $1,000 in-kind submitted, $500 reimbursed.

- Herbicides must be purchased and applied in the 2026 growing season, and applied within the boundaries of the Clearwater CWMA. Eligible land shall include forest, pastureland, rangeland, wildlife habitat, certain agriculture land (includes CRP land, hay for personal use, field borders, non-crop areas), home and industrial sites. Ineligible land includes annually cropped fields - wheat, barley, peas, lentils, chickpeas, canola, production hay, alfalfa, tree farms, etc.
- The Clearwater CWMA Cost Landowner Share program will be for the control ONLY of the 71 noxious weeds and 4 prohibited Genera as identified by the Idaho State Department of Agriculture (ISDA) Noxious Weed List. IF OTHER WEEDS ARE LISTED ON YOUR HERBICIDE APPLICATION FORM, YOUR REIMBURSEMENT WILL BE DENIED!
- Glyphosate products (Roundup) will be reimbursed only with preapproval by the County Contacts and a revegetation plan in place, or when used on noxious weeds barn lots, driveways, industrial areas, or other similar areas.
- The landowner cost share program is a reimbursement program. Only herbicides, surfactants, and adjuvants purchased during the current year for noxious weed control are eligible for reimbursement.
- Submit your reimbursement request, application record, in-kind forms, map, and copies of signed invoices/ receipts and proof of payment to your county contacts any time after May 12, 2026. Applications will be reviewed by the County Contacts and reimbursements made to qualifying persons. Reimbursement requests must be submitted by October 20, 2026, in order to be considered.
- The Clearwater CWMA Cost Share Program is funded through the Idaho Department of Agriculture and reimbursements will be made as long as funds are available. Reimbursements are on a first come basis. Submit your reimbursement early to ensure your reimbursement.
- All herbicides shall be applied according to the label directions and instructions. No herbicide applications shall be made directly to running or standing water. All pesticide applicators must comply with the Idaho Pesticide and Chemigation Law, Title 22, Chapter 34, Idaho Code.
- Landowner cost share participants will receive a packet that will include:
- The landowner cost share guidelines.
- A reimbursement request form.
- Herbicide application record form
- In-Kind forms
- An Idaho State Department of Agriculture Noxious Weed list
- Examples of the reimbursement request form, the herbicide application record form, and inkind form.
- To request your reimbursement, submit the following documents to the County Contacts.
- The Reimbursement Request / Herbicide application form, and the Personnel / Labor and Vehicle/ Equipment In-Kind Match verification forms. Make sure all forms are fully completed. If your forms are not complete, your reimbursement will be denied.
- A copy of the invoice for the purchase of the herbicides, etc. (invoice, credit card receipt).
- Proof of payment for the herbicides, etc. (credit card receipt, credit/ payment invoice, or a copy of the check).
- The name on the reimbursement request, invoice, and proof of payment MUST BE THE SAME ON ALL 3 DOCUMENTS.
- Your property may have follow-up monitoring done to ensure there is adequate weed control.
